The Region Leimental Plus (RLP), an association of the municipalities in the Leimen valley in the canton of Baselland, wants to take a forward-looking approach to the heating transformation and is actively communicating with the population at an early stage. This is being done with a view to the net-zero targets of the federal government, the gas phase-out of the canton of Basel-Stadt by 2037 and the associated transformation of the heat supply in the Leimental municipalities. ecos was commissioned to develop a strategic communication concept for this purpose in 2023 and has been implementing it since 2024. On the one hand, the aim is to make the various target groups – especially property owners – as aware as possible of the heat transformation, to enable them to choose their renewable heating solution, to promote a coordinated approach and also to address challenges. On the other hand, a coordinated approach should also facilitate cooperation between municipalities, pool resources and harness synergies.
In a first step, ecos determined the needs of the municipalities via roundtable events and tailored the measures accordingly. Building on this, ecos developed a comprehensive communication concept including goals & KPIs, a target group and stakeholder analysis, key messages/stories, a catalog of measures and a timetable.
Since 2024, ecos has been implementing this strategic concept with a suitable communication mix on behalf of RLP. For example, ecos organizes information events, creates target group-specific communication materials and documents for the work of the municipalities, and coordinates cooperation with stakeholders such as energy suppliers, advice centres, and other multipliers. In addition, ecos is responsible for media relations and monitoring the project. With this work, the RLP is laying the foundations for successfully driving forward the heat transformation in terms of communication in the coming years.
