Successful heat transition communication for municipalities

The heat transition is one of the most important tasks on the path to Switzerland's net-zero goal – and an immense communication challenge for cities and municipalities. How can we successfully engage the population and especially property owners in switching to renewable energy? How do we create acceptance for necessary measures such as heating system replacement, expansion of district heating networks, or even gas network decommissioning?

How can municipalities engage the population in switching to renewable energy when information is sometimes incomplete, often complex and difficult to understand? What strategies are needed to unite the different interests of property owners, suppliers and politicians and prevent misinformation? And how can this mammoth task be effectively communicated with the often limited internal resources of a municipality?

A practice-oriented approach for the Canton of Basel-Landschaft

These exact questions are at the center of the communication concept that we have developed for the Basel-Landschaft municipalities. Together with the accompanying practice-oriented working aid, we presented the concept within the framework of the Communication Working Group of the Heat Transition Dialogue in the Canton of Basel-Landschaft. The documents are available to municipalities via the cantonal website and are an example of our practice-oriented approach to mastering this complex task.

From complexity to clarity

The heat transformation is technically complex, often regulatory-driven and touches on profound decisions by citizens. Without clear, consistent and dialogue-oriented stakeholder communication, uncertainty, resistance and delays threaten. Missing information about district heating, energy network infrastructure or available funding and applicable deadlines can significantly slow down the progress of municipal heat planning. Municipalities often face the challenge of meeting comprehensive information needs with limited resources while simultaneously building trust.

Tailored tools for practice

Our work in the Canton of Basel-Landschaft exemplifies how these challenges can be mastered. We have developed a tailored communication concept that is specifically adapted to the needs and circumstances of Basel-Landschaft municipalities. From analyzing the initial situation to creating concrete messages and action packages – the focus was always on creating orientation and promoting citizen participation. The accompanying working aid additionally provides practical tools that will noticeably reduce the communication and coordination effort in municipalities and allow for more efficient and low-threshold implementation of the concept.

A transferable success approach

However, this approach is not limited to one canton. The principles of strategic and practice-oriented communication support can be transferred to any municipality and region facing similar challenges. A well-thought-out communication strategy not only relieves the burden on administration, but also promotes public engagement and accelerates the transition to sustainable energy supply. It creates the necessary transparency and trust to successfully shape the energy transformation together.

The heat transformation, often also referred to as the heat transition, describes the fundamental restructuring of our heat supply: away from fossil fuels such as oil and gas, towards renewable and climate-friendly systems such as heat pumps, district heating networks or solar energy. This change is necessary because heating buildings causes a large portion of CO2 emissions and dependence on imported energy is high. The overarching goal is the decarbonization of the building sector to achieve national climate targets, strengthen energy supply security and ensure sustainable and affordable heating for all in the long term.
