Evaluation of the federal government’s organizational structure for the 2030 Agenda

On behalf of the FDFA and DETEC, ecos evaluated the federal organizational structure set up at the end of 2018 for the implementation of the 2030 Agenda and its 17 Sustainable Development Goals by Switzerland.

The evaluation focused on the general suitability of the organizational structure for implementing the 2030 Agenda, its suitability for creating policy coherence in the area of sustainable development and the identification of any potential for optimization. For this purpose, 25 semi-structured and problem-centered guided interviews were conducted with people from inside and outside the federal government and then analyzed using a shortened qualitative content analysis. In addition, a literature and document search as well as a quantitative evaluation of a questionnaire with eight statements, which were evaluated by the interview partners, took place. The result consisted of institutional and work-related recommendations relating to the following topics: goal setting and performance measurement, resources, communication, Federal Council, delegates, the 2030 Agenda Steering Committee and 2030 Agenda Working Group, external stakeholders and support group, cantonal and municipal level.
